[ARCHIVED] City Awards Bid, Updates Fee Schedule


At their Oct. 10 meeting, the Pierre City Commission approved a bid to reline several stretches of sewer pipe. In separate action, it updated the City’s Fee Schedule.


Sewer Lining Project

The Pierre City Commission approved a bid from Mocon Pacific, Inc. for $317,560 to repair about eight blocks of underground sewer line. Mocon was the lowest of two bidders for the project.

Mocon will line the eight blocks with a cured-in-place pipe that essentially replaces the old pipe without disrupting above ground activity.

“This process doesn’t require us to open up streets to repair underground lines,” said Nick Waters, City Engineer. “The process is quicker and far less invasive than a traditional replacement process.”

The lining process will be used on sanitary and storm sewer lines in various areas throughout the community. Mobilization will start as early as next week; weather permitting, the work will be complete by mid-November.

Fee Schedule Update

The City Commission also updated the City’s fee schedule to include changes to the street maintenance fee and solid waste fees.

Twila Hoffrogge, City Finance Director, says that the increases were all explained during the budget process.

Hoffrogge explained, “The fee changes require a separate resolution. Tonight, we’re documenting what we approved earlier during with the 2024 budget.”

Effective Jan. 1, 2024, the Street Maintenance Fee will increase from $1 to $2 per foot of property frontage. A variety of increases were also approved for solid waste services including the price of city trash bags, as well as recycling and disposal fees.
