Request for Qualifications Construction Manager at Risk (CMR) Services

The City of Pierre is soliciting Construction Manager at Risk (CMR) Services from firms interested in providing design phase assistance and construction services through complete construction of a Water Treatment Plant located in the vicinity of 821 West Dakota Avenue, Pierre, South Dakota 57501.

The project scope involves construction of a Water Treatment Plant, Surface Water Intake, and Raw Water Pump Station including all associated site/project complete, complying with relevant local building codes, as well as requirements of State of South Dakota State Revolving Fund, Corps of Engineers, State Department of Natural Resources, and FEMA Flood mitigation requirements. Generally, the CMR will be required to work with the design firm, perform constructability and budget reviews, and coordinate design phases; but will not, except where provided by law or the CMR Agreement, be responsible for design.  The total project cost including design, construction, and construction administration services is estimated at approximately $37 million. 

The CMR services will be contracted generally using Engineers Joint Contract Documents Committee (EJCDC) documents. The Owner will work with the design and construction team for the most advantageous project scheduling, but in general it should fit within the time frame of August 1, 2019 to May 31, 2022 with a construction window of approximately 20 to 22 months.

Firms wishing to be considered for providing professional CMR services for this project should send a Statement of Qualifications which includes:

  • Examples of past projects with similar size and/or scope. 
  • Resumes of key personnel/sub consultants who will be assigned to this job for the duration of the project. 
  • Explanation of innovative ideas (via examples or methods) which positively impacted cost, quality, schedule, and/or value.
  • Explanation of processes to maintain a "transparent" structure for procurement and estimating and methods used to ensure qualified yet cost competitive, subcontracted work.
  • Approach to establishing the GMP with a cost model at 30 percent of Design/Development, and updates to follow at 60 and 90 percent of Design/Development, and how you plan to maintain same throughout completion.
  • Owner contact information for your last three comparable CMR projects completed. 
  • Approach for determining compensation structure for preconstruction/construction services.

Evaluation of the proposals will be based on qualifications according to ranking criteria below:

  1. Particular expertise, capabilities, and technical competence as demonstrated by the proposed approach and methodology to meet the project requirements including special project constraints (25%);
  2. Resources and personnel available to perform the work, including any specialized services, within the specified time limits for the project (20%);
  3. Record of past performance including price and cost data from previous projects, quality of work, ability to meet schedules, cost controls, historic change order percentage, and contract administration (15%);
  4. Methodology and past history of working in cooperation with designers and joint CMR firms, if applicable, to meet a fixed budget which includes all disciplines (Architectural, Structural, Civil, Electrical, Mechanical, Plumbing, etc).  History and success of guaranteeing GMP in the Pre-Construction Phase (15%);
  5. Availability to the project locale. Consideration given to CMR that teams with in-state CMR (10%);
  6. Familiarity and ability to utilize local resources (10%); and
  7. Proposed construction management techniques (5%).

Certificate of Insurance and proof of financial capability to bond entire project amount are required.
